Chairman Message
The construction industry of Hong Kong creates and builds world-class infrastructure which underpins how the Hong Kong economy functions, how Hong Kong people interact and how Hong Kong connects to the world seamlessly.
In the next decade, our construction industry faces a pressing need for enhanced construction processes and a sustainable workforce that can deliver transformational change – one that stretches our ambition to embrace the National 15th Five-Year Plan with an innovative mindset and new quality productive forces, and brings Hong Kong construction to another new height.
Leveraging innovation and technology is the catalyst for this transformation process. The Government established the Construction Innovation and Technology Fund (CITF) in October 2018, injecting a total of HK$2.2 billion in 2018 and then in 2022, to help our industry stakeholders embark on a journey of transformation, to inspire our construction professionals to break through conventional boundaries, and to promote the wider use of innovative construction methods and new technologies in the building process.
As of December 2025, the CITF had approved over 5 500 applications from more than 1 550 enterprises for the adoption of innovative construction technologies, and about 20 000 training places, offering funding grants of more than HK$2.2 billion. Over the past 7 years since its establishment, the CITF has made significant achievements in successfully promoting wider adoption of innovative technologies (such as Building Information Modeling (BIM), Modular Integrated Construction (MiC) and Multi-trade Integrated Mechanical, Electrical and Plumbing (MiMEP), prefabricated steel rebar and Smart Site Safety System (4S)) in the industry, with a view to enhancing productivity and site safety, and reducing construction costs. Demonstrating our strong and sustained commitment, the government and CIC injected an additional HK$1.4 billion in total into the CITF in 2026 to accelerate our industry’s transformation including the wider adoption of robots, Artificial Intelligence (AI), and other new digital technologies in the construction sector.
The CITF supports the use of innovation and technology that can transform what we build, what we build with, and how we build it. The CITF also provides a platform to unite our industry stakeholders to pursue excellence with passion, commitment and expertise. Our ultimate aims are to promote productivity, uplift build quality, improve site safety and enhance environmental performance for the betterment of our home, Hong Kong. Through the Fund, we aspire to nurture a culture of innovation and a technology-embracing mindset across the construction industry, thereby enhancing its sustainable development and long-term competitiveness.
